璧山公园之城还缺水？开辟“第二水源”打破发展制约

15px;">“全区最大日供水能力只有15万立方米，但夏季高峰期的日用水量高达20万立方米，供需矛盾突出已是不争事实。”7月31日，璧山区水资源站站长刘小萌在接受记者采访时透露，由于璧山远离长江、嘉陵江等大江大河，无过境水可利用，境内水资源一直较为稀缺。过去，该区通常采用降低市政用水量，或是寻找外部水源的方法来填补用水缺口。但随着经济社会发展和人口不断增长，这种治标不治本的方法已不能有效满足需求。</span></section><section 15px;">璧山区水利部门经调研发现，全区有约1/3的自来水消耗在清洁、绿化、消防等非饮用水领域，如果这1/3都可以用再生水替代，供水紧张局面将有效缓解。于是，将再生水开辟为“第二水源”，成为璧山破解水资源匮乏的关键一招。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 15px;">据介绍，所谓再生水，是指污水经过深度处理后，达到一定水质标准、可重新循环利用的水资源，也是国际公认的“城市第二水源”。与自来水用于生产生活不同的是，再生水一般用于道路清洗、绿化浇灌、消防用水等领域，不仅实现了循环利用，在用水成本上也更具优势。</span></section><section style="margin-bottom: 0px;"><span 15px;">7月31日下午，伴随着阵阵蝉鸣，一辆环卫车缓缓驶至璧山观音塘污水处理厂外的一处取水点，没过多久，装满再生水的环卫车就开始在城区进行洒水抑尘、降温作业。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 15px;">“近段时间，每天约有6万立方米污水进厂进行处理。”站在观音塘污水处理厂进水井旁，璧山区碧清水务有限公司副经理吴晓林指着1300毫米直径的进水管道告诉记者，每天产自璧山城区的污水都源源不断地通过这类一级干线管道进入污水处理厂，经过18到20个小时的处理和沉淀，这些污水就可成为再生水并被再次利用。</span></section><section 15px;">污水进入厂区后，要经过“预处理环节—生物处理环节—深度处理环节—接触消毒环节”等多个环节的数十道工序，才能成为能被合理利用的再生水。经这样处理的再生水水质可达地表水Ⅳ类标准，其中绝大部分稳定在Ⅲ类水质标准，处于较优水质状态。</span></section><section style="margin-bottom: 0px;"><span style="font-size: 15px;">近年来，璧山持续实施城区河湖水系连通工程，海绵城市建设稳步推进，河流生态系统及城市再生水实现有机平衡。得益于此，璧山区先后获得国家城市湿地公园、国家园林城市、中国人居环境范例奖、国家生态文明建设示范区、全国水生态文明城市等19张“国字号”名片，并于2019年11月，被水利部公布为全国第二批节水型社会建设达标区。</span></section><section 15px;">“早在2010年，我们就开始再生水利用的工程建设和推广应用。”璧山区水利局副局长石航在回顾再生水开发利用历程时，总结出科学规划布局、管网超前布置和工艺技术领先等3条经验。自2010年来，璧山已累计投入逾8亿元用于再生水利用工程建设，形成20万立方米/日的污水处理能力，在全区铺设再生水管网80公里，布局再生水取水栓70个，城区再生水回用率已达40%以上。</span></section><section 15px;">如今，璧山城区及各镇街的工程车辆清洗、道路冲洗、市政环卫、园林浇灌、景观用水、河流补水等均大量使用再生水，取得经济效应、生态效应双丰收。“十四五”期间，全区计划新建再生水管道40公里，并在继续用于道路清洗、绿化浇灌、消防用水等领域的同时，将再生水接入更多公共用水领域，如全区的公共厕所冲刷，学校、医院、小区等景观用水，建筑工地、洗车行业等用水。</span></section><section
